About the Association

“RA Association of Judges” non-governmental organization was founded in April, 1997. The members of the Association are the judges of RA Courts of all instances. 

The goals of RA Association of Judges as a non-governmental organization are:
1. to support the establishment and consolidation of a sovereign, democratic, social, legal state, the development of an independent Judicial System, the works on laws amendment drafting;
2. to contribute to the raising of the qualification, study, training and exchange of work experience of the members of the association and judges, provision of the independence, immunity and security of judges, raising of their reputation, provision and consolidation of the independence of the Court and Judicial Power and increase of public confidence towards the Court, organization of meetings and rest of the members of the association;
3. to protect the legal interests and rights of the association members defined by law, their honor and dignity;
4. to provide the judge’s maintenance of the rules of behavior;
5. to assist in the provision of the protection of human rights and freedoms;
6. to cooperate with foreign and international associations of judges;
7. to publish periodicals, legal literature, by the order defined by law, elucidate the experience of the association members, the activity of the Court and Judicial Power.
The structural bodies of RA Association of Judges are:
1. the General Assembly, which is the supreme body of the organization governance;
2. the Board, which carries out the ongoing management;
3. the Chairman, who is simultaneously the Chairman of the Board;
4. Vice-Chairmen, who manage their spheres and in case of the Chairman’s absence, replace him/her;
5. the Executive Director of the Board, who carries out the ongoing executive management of the association;
6. the Controller Committee, which supervises the financial-economic activity of the association. 

From 1997-2003 the Chairman of RA Association of Judges was Alvina Gyulumyan, a judge of RA Constitutional Court (currently a judge of the European Court of Human Rights).
From 2003 till now the Chairman of RA Association of Judges is Hrachik Sargsyan, Chairman of the Court of First Instance of Armavir Marz. 

From the first days of the creation of the association, “Datakan Ishkhanutyun” (Judicial Power) (previously “Orinatert” (Law Newspaper)), scientific-methodical journal started to be published. From amongst the legally oriented media, the “Datakan Ishkhanutyun” was the first to touch upon the judicial practice. Since 2004 the “Datakan Ishkhanutyun” journal has been included in the list of journals acceptable for the the publication of the results of candidate thesises, approved by RA Highest Qualification Committee.
The monthly journal is published with a steady periodicity, with a circulation of 400-500 copies. Practical lawyers, gifted young people who aspire to fill the ranks of legal scholars of the Republic, appear in the journal. The “Datakan Ishkhanutyun” is one of the rare journals in the Republic, where mostly Armenian judges appear with their scientific articles dedicated to the theoretical and practical main issues of various branches of right.
20 well known Armenian as well as foreign lawyers are included in the composition of the Editorial Council. The Editorial Council is headed by G. H. Gharakhanyan, professor of YSU (Yerevan State University), RA Honored lawyer. 

The journal periodically touches upon the main issues of the Judicial System, judicial practice, commercial, international, constitutional, civil, civil-procedural, criminal, criminal-procedural rights, fight against the illicit drug circulation, detention and many other main issues in separate sections.
After the adoption of Criminal and Civil Procedures, new Criminal and Civil Codes and other legislations, a necessity arose to constantly interpret the norms of the mentioned laws scientifically. Being the only periodical of the Association of Judges, it has published the Decisions of precedent importance of RA Council of Courts Chairmen and of the two Chambers of RA Court of Cassation.
It also touches upon the congratulations of birthdays, awards and titles of judges.
It has become a tradition for the Association to organize anniversaries of appreciation of merit and celebration events of honor of retiring judges, organization of congratulatory messages. 

Board meetings are held in the office of RA Association of Judges. The Board has ten members who fulfill appropriate works as per spheres. 
From 2001 till now Vahe Yengibaryan, assistant professor, candidate of legal sciences, lecturer at YSU (Yerevan State University) Faculty of Law is the Executive Director of the Board of the Association.
Various issues on the Judicial System and on the protection of judges’ rights are being discussed and relevant Decisions adopted in the sessions of the Board of the Association.
For the purpose of protection of judges’ rights, the Board of RA Association of Judges appeared with response announcements in mass media in 2004 and 2006, to the announcements by RA Prosecutor’s Office concerning the activity of the Courts. 

From 19-24 November 2005, the issue of the membership of RA Association of Judges was in the agenda of the 48th conference of the International Association of Judges taken place in Montevideo, capital of the Oriental Republic of Uruguay. In March 2004, the RA Association of Judges had applied with a request for membership expressing a wish to be a full-fledged member of the International Association of Judges. The issue of the membership of RA Association of Judges had been discussed in Rome, in the Central Council of the Association, and it was decided to invite the delegation of RA Association of Judges to the 48th conference. From Armenia Hrachik Sargsyan, Chairman of RA Association of Judges and Tigran Sahakyan, Chairman of RA Criminal Court of Appeal left for Montevideo. 

In the conference session in 23 November, Giacomo Oberto, Deputy Secretary General of the International Association of Judges, judge at the Court of Turino City, presented the application of RA Association of Judges to the judgment of more than 200 judges, participants of the conference, arrived from various countries of the world. The conference was unanimous, and RA Association of Judges became the 68th member of the international organization. From CIS countries Moldova, Georgia, Ukraine and Kazakhstan are members of that structure.
In September 2007 the 50th anniversary annual conference of International Association of Judges took place in Trondheim city in Norway, in which participated also the delegation of the Association of Judges of the Republic of Armenia.
According to the Charter of the International Association of Judges, in the annual meeting, also the issue of the selection of place for holding the next annual meeting was discussed amongst other issues. 

Associations of Judges of the Republic of Armenia, Spain, Romania, Morocco and Kazakhstan submitted a tender for holding the annual general meeting of 2008. In the result of the examination of initial tenders in the Committee of Chairmen, Associations of Judges of the Republic of Armenia, Spain and Romania were presented to the Central Council as candidate members of 2008. Discussing the suggestions of the three countries, the Central Council, by a closed secret ballot selected the Republic of Armenia as an organizing country of the annual general meeting of 2008. 

Thus, for the first time in the whole region and in the territory of CIS from 7-11 September, 2008 THE 51ST ANNUAL CONFERENCE OF INTERNATIONAL ASSOCIATION OF JUDGES took place in Armenia, where more than 216 judges participated who arrived in Armenia from 53 countries of the world.
