About the Council

 

RA Council of Courts Chairmen, (hereinafter Council of Courts Chairmen) is a permanently acting self-governing body of Judicial Power.

Members of the Council of Courts Chairmen are the Chairmen of the Courts of First Instance and Appeal Courts, the Chairmen of the Cassation Court  and its Chambers.
The Chairman of the Council of Courts Chairmen is ex officio the Chairman of the Court of Cassation.
In case of the absence of the Chairman of the Court of Cassation, the Council of Courts Chairmen is chaired by the replacing person to the Chairman of the Court of Cassation. 

The Council of Courts Chairmen:
1. performs the self-government of the Judicial Power of the Republic of Armenia, discusses any issue touching upon the provision of the regular activity of the Judicial Power with the exception of issues vested to the competence of Committees of the Council of Courts Chairmen by law;
2. presents suggestions to competent state bodies on the improvement of laws and other legal acts;
3. approves the rules of clerical works of Courts;
4. makes Decisions which are subject to obligatory execution for RA Judicial Department (hereinafter Judicial Department);
5. approves the passports of positions of Judicial Service;
6. approves the namelist of positions and the quantity of the staff of the Judicial Service as per the structural and separated subdivisions;
7. defines the order of holding closed competition for occupying a vacant position in the Judicial Service, as well as the order of testing, holding an interview and evaluating the characteristics of candidates in an open competition, the order of formation of competition committees and their working procedure;
8. approves the order of holding the training of judges and judicial servants;
9. carries out the general management of the activity of the Judicial Department;
10. appoints and calls back the Head of the Judicial Department by the presentation of the Chairman of the Court of Cassation;
11. exercises other powers vested to it by law. 

The Chairman of the Council of Courts Chairmen:
1) chairs the Council of Courts Chairmen;
2) appoints one judge from amongst the judges of the Court of Cassation to be involved in the Qualification Committee of the Chamber of Advocates;
3) presents to the Council of Courts Chairmen the candidacy of the Head of the Judicial Department and the suggestion on his/her dismissal from the office;
4) carries out the general management of the activity of the Judicial Department;
5) appoints a temporary acting officer in case of the position vacancy of the Chairman of Courts of First Instance or Appeal;
6) upon detecting a violation of the requirements of Behavior Rule Book by a Judge respectively submits a notification on it to the Ethics Committee of the Council of Courts Chairmen or to the Disciplinary Committee of RA Council of Justice;
7) represents the Judicial Power in the relationships with other bodies;
8) exercises other powers vested to him/her by law. 

The Council of Courts Chairmen acts according to its approved Regulations. 

The Council of Courts Chairmen, from its composition, has formed the following committees of:
1. Ethics;
2. Study;
3. Budgetary and Judicial Department issues.
Each committee is chaired by a member elected by the committee from its composition. The number of the members of committees is defined by the Council of Courts Chairmen.
