Expression of Interest
This request for expressions of interest follows the General Procurement Notice for this
project that appeared in Development Business No. 704 of 16 June 2007.
The Republic of Armenia has received a credit from the International Development
Association (IDA) and grant from Japanese Government (PHRD) toward the cost of the
Second Judicial Reform Project, and it intends to apply part of the proceeds to
payments under the contract for CAST (Court Management and Administration
Software) SYSTEM DEPLOYING IN REGIONAL COURTS OF ARMENIA. TRAINING FOR
THE USE, MEDIUM-TERM MAINTENANCE AND SUPPORT FOR THR JUDICIAL DATABASE
The services include: (i) Conducting CAST software analysis in accordance to
acceptance testing plan, (ii) Installation of developed software and hardware in all the
courts for launching the CAST, based on the schedule approved by Client, (iii) Testing
of installed software packages and applications in all the courts; (iv) Training of key
court personnel and relevant Judicial Department staff on software component, on the
data base operations, software basic maintenance and service, (v) Providing mediumterm
(3 years) ongoing on-site LAN support, LAN maintenance and running help-desk
for the CAST operation.
The Judicial Reform PIU of the Ministry of Justice now invites eligible consultants to
indicate their interest in providing these services. Interested consultants must provide
information indicating that they are qualified to perform the services (brochures,
description of similar assignments, experience in similar conditions, availability of
appropriate skills among staff, information on registration or residence, etc.).
Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World
Bank's: Selection and Employment of Consultants by World Bank Borrowers (May 2004
Interested consultants may obtain further information at the address below between

Expressions of Interest must be delivered to the address below by 18:00 hours on
September 25, 2007.
